Why measure in pixels rather than characters?+
Because Google truncates by width, not by count. A title of thirty wide characters can be cut while one of forty narrow ones fits, so a character limit is only ever a rough guide.
What are the limits Google actually uses?+
Roughly 580 pixels for the title and 920 for the description on desktop, and less on mobile. The preview marks the point where each would be cut off.
Will Google definitely show what I write?+
No. Google rewrites titles and descriptions when it thinks something else matches the query better. A good one is still worth writing - it is what gets used most of the time.
