Why did it say there is no text layer?+

Because the PDF is a picture of a page rather than text - a scan or a photograph. There is nothing to extract. Run it through the OCR tool, which reads the words out of the image.

Should I keep the line breaks?+

Keep them for poetry, code, tables and anything where the layout carries meaning. Turn them off for ordinary prose, where every line ending is just where the page ran out of room.

Does it keep tables and columns?+

No. It recovers the words and their order, not the layout. A two-column page will read down one column and then the other, which is how the text is actually stored.
